TacOps optional coolant failure and crippled status #3043

WIth the TacOps Heat Sink Coolant Failure rule (page 105, correct second printing/old omnibus edition) in play, it's possible between that and damaged heatsinks for a heat tracking unit to end up with zero heat dissipation. This situation isn't covered under the Total Warfare crippled/forced withdrawal rules, and isn't mentioned in the TacOps rules.

I would propose that a heat tracking unit reduced to zero heat dissipation is considered crippled. This is primarily for Princess use, as currently (as of 49.2) it will keep trying to fight with that unit rather than trying to withdraw before it shuts down.

I think Princess should consider itself crippled when it loses between 50-75% of its cooling capacity. Should probably be a discussion over this as well as a rules question maybe?? Though a human player probably would not let things get that bad.

Might need to consider something more complex than half capacity. For example an Awesome -8Q at half capacity can still dissipate 14 heat which would require failing 14 rounds. Even then it can still fire two PPCs and run (22 heat) and still only be at 8 heat next round and fire one PPC and run and be at 6 the round after that, let alone be at shutdown heat and be able to retreat. A calculation considering additional factors so that if it only moved next round (no weapons, but accounting for engine hits and environmental heat) would it start next round with unacceptably high heat e.g. shutdown/14+. To get a bit fancier tie it in to the Self Preservation setting so that a more aggressive bot will push it hotter while a less aggressive one will pull back earlier.

Update from the rules question is this does not constitute being crippled under rules as written. I'd still like to see this implemented as unofficial, or at least some kind of accommodation in Princess behavior to account for the condition.
