0.49.2 Scenario Opposing Forces generating with 0 BV #2768

Environment

What version of MekHQ does your issue apply to? 0.49.2 What operating system are you using? Windows, Mac, or Linux? Windows 10 What java version are you using? Java version is JDK 16.0.2 for Windows 64

Description

I have a contract going, and the auto-generated battle scenarios consistently produce 0 (zero) BV opposing forces.

Files

Below are the files. Note I had to add a .txt extension to the .cpnx file to be able to upload it. Hopefully removing the .txt extension will render it usable

Interesting... doesn't appear to be related to the fallback at a glance.

I did multiple things to try to clear the issue. 1.  Play through several 0 BV scenarios.  They kept generating.2.  Deleting 0 BV scenarios.  They kept generating.3.  Starting a whole new MekHQ campaign in 0.46.2.  They kept generating.4.  Shutting down my computer and coming back the next day.  They kept generating.

Here is additional info.

I ran a test campaign from scratch, with the AtB Stratcon campaign rules checked during initial campaign setup. Attached are the files of interest. Opposing forces were never generated.
