Glow lights cannot be placed on leaves 1.19.2

As the title says, I’m playing on forge 1.19.2 and I cannot seem to place the glow light anywhere.

I do have many other mods installed as well; one being passable foliage so maybe there’s a conflict there I’m not sure 🤷🏻‍♀️

It's definitely a conflict of sort
