[🗃]: Allow way signs to be rotated clockwise by wrench

This makes way signs able to point upwards/downwards/other direction. Also a vertical turntable (and analog turntable if possible, #1223 ) can be added.

would mess up with the way they work. Only 1 sign could be placed per block if i was to make them rotateable upwards otherwise they would clip into themselves and the surrounding blocks a lot all the time
