审核不通过的均不会显示给客户端！

在考虑要不要加个冻结的状态！

已经有冻结状态 ps:按照目前暴露给客户端的接口，只能是审核已通过的才显示 see: https://github.com/meizhuolib/MZ-Server/blob/master/Application%2FHome%2FController%2FInstitutionController.class.php#L132

so：应该关闭这个issue?
