Improve README file readability and structure

• Making minor changes to the wording and formatting of the file to improve readability and consistency.

Specific changes:

• Moved the "Contributing" section to the end of the file.
• Added the heading "Questions, Suggestions, or Concerns" to the section at the bottom of the file.
• Added a new section called "Getting Started" at the beginning of the file, with instructions on how to install and run the project.
• Made minor changes to the wording and formatting of the file throughout to improve readability and consistency.

Motivation for changes:
