Add the "plugin updated banner" #115

We have a new "plugin has been updated" banner. Please;

  1. get the latest banner from Ben.
  2. The link of the banner should be to the following URL: https://wordpress.org/plugins/admin-notices-manager/#developers
  3. The page should open in a new browser tab and not the same one.
  4. Let's add that "1" icon next to the plugin menu that is also used to show that an update is available. The icon should only be removed when someone clicks on the banner (and the banner closes) or when someone closes the banner.
