Admin notices manager is a WordPress plugin that allows you to better manage the admin notices in the WordPress dashboard so you read them at your own convenience and never miss an important message.
The first time you install the plugin there is no indication if it is working or not. So we need to do the following:
1) When there are no notices, we should show "No admin Notices"
2) The first time the plugin is installed, we should show a "pop up" like window, to show the users where the notices will be shown. This is the style:

We can show a Dismiss option like that in the screenshot or have an OK button.
