Create a better UX for first time users #3

The first time you install the plugin there is no indication if it is working or not. So we need to do the following:

1) When there are no notices, we should show "No admin Notices"

2) The first time the plugin is installed, we should show a "pop up" like window, to show the users where the notices will be shown. This is the style:

The text should be as follows:

title; Admin Notices Manager text: From now onward, all the admin notices will be displayed here.

We can show a Dismiss option like that in the screenshot or have an OK button.
