Add option to "purge" held hidden notices #37

We will soon be storing notices which a user wants to hide forever in wp_options under 'anm-hidden-notices' - we should add a button to the options to allow users to purge this data (essentially re-showing any notices they may have hidden) in case they hide one by mistake or something
