ability to exclude / include users #8

The admin should be able to include or exclude users from this. For example, if they want to hide the notifications only from specific users. So the plugin should have these options:

Hide notifications from all users (default) Hide notifications only from these users Hide notifications to all users but not these

The user should be able to select one of the above and then specify the user(s).
