Description: adding support for PCI Bar0 GPU devices

  1. adding PCI ID ranges discovery.
  2. adding cr_space_offset + device endianness support.
  3. routing mtcr_ul flows to use pci_cr device.
  4. adding GPU external PRM support.

Tested OS: Linux Tested devices: GB100 Tested flows: resourcedump, mstreg, mstlink
