Is SHACL required to in the orchestrator if there is a choice of a rulebook language? #13

In the spec-orchestrator there is a mention of SHACL as SHOULD..is that necessary when the orchestrator already knows how to process N3, Sparql Compose, ..etc that could do any pattern/shape matching.

No it is not..it is a suggestion.
