The v0.4.1 release didn't have an opt-in or opt-out for the network lookup 
since v0.4.0 stayed featured (so it was the opt-out option). However, that's 
not good enough long term, I need an explicit confirmation for install and that 
needs to have an opt-out choice for the upgrade checks as well.
