DOC: Expand README.md to include descriptions of functionality #2

@hwfross, we are going to be open sourcing the stream.py module and need to get out documentation associated with it's use to the end user. This includes the entire API and some high level discussions regarding access. As a start, could you get up some examples of use in the README?
