DATA-3492 Added issues out streams #4

Description: This PR is for updating issues stream and adding issue out child classes

Changes:

  1. Removed account id from stream path
  2. Added child classes for issue stream
  3. Added columns for comment and issue link streams
  4. Updated issue stream for issue field history and multiselect history streams
  5. Added project role actor stream and issue watcher stream
  6. Added project id and role id to meltano.yml
