Update event trigger based on state population #110

Removes the old StatePopIncreaseTrigger (and factory); it was a one trick pony.
- Add the new StatePopulationTrigger that does what the old trigger did. In addition, it can do other things.
- Update examples to make use of the replacement trigger.
- add new examples for the new trigger.
- Add unit tests for the new trigger.

Anyone want to review this? I'd feel slightly bad about reviewing it myself and merging it. But if I don't hear anything in the next 24 hours, I'm just going to merge.
