Starboard config doesnt check if its able to use item x before setting

Within our configurations, channels are not checked, emojis not checked etc for whether or not the bot can use them. This isn't a big or immediate issue but just something to consider for the future

It does check if it can use the emoji, but not the channel iirc, though I think that trying to check if we have access to the channel and can talk in it shouldn't be hard
