The page navigator is now at the bottom of the page. E.g.

https://merck.github.io/pkglite/articles/pkglite.html

Do you mean that the TOC is currently put after the content on mobile layout? I think this is an upstream issue that is being actively worked on: https://github.com/r-lib/pkgdown/issues/1849, so I'm closing this.
