Get `ratio` as an attributes of `sim_pw_surv` and pass it to `wlr` #279

It is suggested to use specified ratio as in the block =... argument of sim_pw_surv, rather than the emperical ratio as in https://github.com/Merck/simtrial/blob/main/R/wlr.R#L115.
