View Objective - Name Blank, Level incorrect

What steps will reproduce the problem?
1. Attempt to save an objective in 'View Objectives' with a blank name and an 
incorrectly formatted level field
2.

What is the expected output? What do you see instead?
Expected Error/Notification: 'The Name field is empty.'
Actual Error/Notification: 'Level must be a number.'
(Errors should appear as the boxes appear on the screen (Reading Order))
