Blankly Submitting Childless Reports

What steps will reproduce the problem?
1. Open up the program and log in correctly
2. Click on Reporting and View Report
3. Click Submit without a selected child or a blank search box (no children in 
system)

What is the expected output? What do you see instead?
Expected: Popup of error message saying no child selected.
Actual: Nothing happens

Version used - r118
