Adding Objective - Code/Step Error Message

What steps will reproduce the problem?
1. Add an objective with correct info except for Code or Step (either no 
entries or some)
2. Observe the error message
3.

What is the expected output? What do you see instead?
Actual: One of the steps isn't completely filled.
Expected: The error message should reflect the missing attribute and whether 
that field was blank or only partially filled.

Using Version r190
