migrate to polymer 3. #60

Man....gulp wouldn't run for me until I downgraded to node 8 😕. Maybe we should eventually replace gulp with some npm run scripts. Or migrate to gulp 4?

I deployed the old master (3d3011e) to https://mergemypullrequest.github.io/order-splitter

An obsolete note: to get the old version up and running, I had to lock the versions of the old bower_components (I deleted all ^ characters from bower.json).
