Update to the new geodiff version #49

Geodiff has a reworked CLI in the new version - we need to update the calls from db-sync.

db-sync does not work with geodiff from the latest geodiff master branch right now - the last working commit should be https://github.com/lutraconsulting/geodiff/commit/79acb92ee80c3df9294136b3583a630110dc87cf

Shortly we will be releasing a new version of geodiff (1.0) and updating db-sync to work with geodiff 1.0.
