Meros false positives on thinking a Block has a collision in its sketch. #240

Still trying to figure out why. Blocking DT5.1.

Meros thinks the sketch hash list, when resolving the sketch, is duplicated. Then it tries to sync the sketch hashes. That said, as it's a locally produced block, no one else has them.

Found it! The Sketcher thinks that someone with Locked Merit has 0 Merit, and therefore isn't counting it towards significant. Bug in protocol compliance.
