When two chains have equal work, Meros reorganizes to the one with the smaller tail hash. #249

It should be one with the smaller hash immediately after the fork block. This prevents mining two separate chains with the same work where the result can be decided in the future, instead of at the start of the fork.

Apparently, the protocol said to do this, so it wasn't a bug. Still a protocol issue and poor design.
