CI is broken. #254

It's reliant on https://github.com/jiro4989/setup-nim-action/commits/master, and the version we use (or the entire project) uses set-env which has been disabled for security reasons (https://github.blog/changelog/2020-10-01-github-actions-deprecating-set-env-and-add-path-commands/).
