Difficulty votes shouldn't require 50 votes. #284

It's not a meaningful optimization. It's annoying to implement (and even more problematic to emulate in testing due to expecting an incrementing by one chain, not a spoofed chain jumping around). It heavily centralizes a critical part of Meros.
