ci(docs): remove old github action for docs #226

@bobturneruk Let me know if I've missed anything here!

Does read-the-docs just automatically update on master or version tags? We don't have to do anything to publish, do we?

I'm pretty sure it's watching the master branch somehow. I think we could configure it to make hold multiple versions of docs, and we should do this at some point. Maybe needs an issue.
