final pull request for this branch for now so is in a clear state until we know where we are going with regards to the use of github pages. In this latest commit:

added a /docsrc to hold the source files for documentation
updated the Make file with a new target called : github that makes and copies the html files to /docs to be published via github pages'

After the latest merge it looks like we now have a published documentation via github pages: https://metoffice.github.io/CATNIP content needs still updating and haven't tested every page but looks pretty functional to me despite being still a private repository!
