Elevated convection diagnostics #259

Elevated convection is viewed as different from surface-based convection, and thus requires different diagnostics to determine if the convection is elevated. Often these diagnostics are a combination of surface quantities and quantities from higher levels. This ticket tracks implementation of different diagnostics to identify elevated convection.

[ ] recipe for filtered cape ratio needed (see David's paper for instructions)
[ ] downdraft properties needs rewrite as too slow
