extend #453 to incorporate histograms for surface fields

What problem does your feature request solve?

453 create histograms for spatial fields on pressure levels for the UM.,

This ticket expands that capability to surface fields. branch of branch 543_generate_pdfs_for_2d_field (git switch -c)

Describe the solution you'd like

include surface recipe for histogram generation using time slider functionality.

For now I trigger the surface variable name from the surface spatial plot series recipe to avoid introducing too many template variable name fields in different locations in the rose gui.
