Cartopy downloads resources on every CI run #646

Describe the bug

Cartopy issues a download warning on every CI run.

How to reproduce

Steps to reproduce the behaviour:

  1. Run the CI tests.
  2. Observe the warning being raised.

Expected behaviour

We should be including the downloaded files in our cache. The cache is located by default at $HOME/.local/share/cartopy
