v0.2 release #94

Since the last release there have been some code changes and also a substantial bug fix relating to splits and hyperparameter tuning. We should do another release ahead of the XBT code and ML algorithms being used to produce classifications that feed into the ocean temperature datasets. We should:

[x] complete paper results milestone
[x] check data on SPICE
[x] preprocess WOD data on SPICE
[x] tidy up notebooks
[x] update documentation on wiki to reflect current state of code and data

All the tasks and issues are now completed, so I have created a v0.2 tag and release, which should be ready for trying with real dataset production. The plan is to release v1.0 once the code has been tested on real dataset production by a real scientist.
