WMO Codes Registry web application - don’t think we need this as it should be obvious how to use the site from the design - suggest getting rid

this section might have some content to cherry-pick for other topics which we identify, but it is not useful in it's current state, it is too bound to a particular implementation of the UI and too detailed in many places
