Add netcdf #18

I probably should have made a pull earlier, as I've made quite a lot of incremental changes to the code, added some new capability and fixed some problems. Now would be a good time to consolidate as I'm thinking of trying something a bit more drastic. Thanks.

I think this update addresses some of the open issues:

  1. The input data is more specified in the rose-app.conf file
  2. File handling is now done prior to tracking
  3. Time steps that require tracking, and whether the data is available, have been improved through there are still issues around how frequently data is available vs resub period
  4. Hardcoded file names have been changed to a format (if um) in the rose-app.conf
  5. StitchNores --format argument no longer used
  6. My suite u-bz588 added a TASK_TRACKING to enable switching on/off of code
  7. The input data files are removed from the tempest_tracking subdirectory, but not from the main directory yet
  8. Archiving is still to do.
