Delete 2 entries for pressure at convective cloud base/top level

I would like to preserve the mind set that identifiers are not reused.

On this basis, is it reasonable to ask that the line 9218,cloud amount below 1000 feet ASL,%,0,6,195 remains unchanged and continues to use the identifier: 195 for this quantity

I would like to discourage any changing of identifiers within this work flow; it has significant implications
