GRIB2 request: visibility dust only

Local code needed for this dust parameter as cannot be covered by existing WMO codes. No complications here in terms of dust bins as with other dust parameters so a local code is fine to proceed.

• Reason for request SEA CAM model request - no existing code

• Met Office Local Table (e.g. Surface Type, Parameter) parameter

• Definition name visibility dust only

• GRIB2 code (number between 192-254) 0-13-195
