Fix ci-build #135

use eckit-1.19.0 from ecmwf
use fckit-0.9.5 from ecmwf
use atlas-0.30.0 from ecmwf switch to use previous docker image (revert tag) instead of latest

@yaswant I took the liberty of re-triggering the CI for this pull request because there had previously been a compilation error in ufo that has been fixed. However there are some errors relating to undefined symbols in eckit. To me that implies a linker error.

Summary of changes

use jcsda latest docker image, which now includes correct/working versions of ecmwf libraries (eckit, fckit, atlas)
shumlib is also built into the container, but currently with broken RPATH, so build shumlib from source (as before) and set SHUM_ROOT=/usr/local environment in order to override container version.
