SPRINT: Update opsinputs for the naming convention changes - DO NOT MERGE #137

This implements all the changes needed following the naming convention sprint.

THIS IS NOT TO BE MERGED UNTIL ALL BRANCHES ASSOCIATED WITH THESE CHANGES ARE IMPLEMENTED

If you review the changes to test/generate_unittest_netcdfs.py script closely then the rest of the code has to be correct or the ctests would fail.

As part of this the clw netcdf test file is now being produced by the python generator. All nc4 are now generated using this script.

Please check your obtype changes and approve if happy.
