Open the stats file. #143

A proposal for #142. This calls gen_open/close_stats_file. I've set the filename as fort.7 to mimic current behaviour, but it can be changed.

Yes, it matches OPS behaviour in the sense that the stats file is opened and closed properly in OPS. I don't know about merges; it is unlikely that this area of the code will be modified in future.
