Ensure time window is integer-divisible in test_opsinputs_varobswriter_FixedHeader_Offset_Time

Do not merge this branch until JCSDA-internal/oops#2009 and associated branches have all been merged.

This is not working yet. I will test locally and update it when I have a fix.

There was also a Cx Writer test with the same problem. It should be fixed now.

Thanks for your reviews. It appears that the oops branch has just been merged so I will do the same here.
