Fix standalone builds. #169

I have made some tweaks to building opsinputs to enable building opsinputs as a standalone project, i.e. not in a bundle. Test output is here: http://fcm1/cylc-review/taskjobs/frwd?&suite=OpsinputsStandalone

Who is able to merge this? I don't know what that failing test refers to.

I can merge this. CI for this repo requires that someone (preferably the PR owner) add/update the label to ready to merge when its ready to merge. I'll do that now.
