Fixes the failures associated with oops ObsVariables introduction #207

On Friday a PR was merged in oops and ufo which separated the oops::Variables into oops::Variables and oops::ObsVariables. This pr fixes the build problems associated with this change. The following testing has been performed:

[x] local all opsinputs ctests pass
[x] mo-bundle
[x] sith glu kgo
[x] sith ukv kgo
