Make generate_syscall_code work on Ubuntu #181

Since we will use the syscall intercept on all OSes, I updated the script to work on Ubuntu and RedHat (it's now tested on RHEL 9 as well).

It doesn't audit the code in libsr3shim.c or automatically update it.
