To verify cleanliness of sr components in the event of stop and start, need to:

copy the entire sr_insects/flakey_flow to sr_insects/flakey_server.
modify the flow_limit, to sr stop , sr start instead of broker stop start.
This may cause us to identify new application weaknesses, new incidents to be opened for each issue found.

merged. I renamed it restart_server after merge. when I run it against v03... there is a failure in one of the directory comparisons. I think that is not a problem with the test, but a weakness revealed by the new test. opening a new issue ( for that. Thanks to @codeavenger456 for the contribution.
