Fixes NETPYNE-209.
The logic to notify and handle OSB messages has been moved to the middleware after the python kernel is ready.
Additionally, I've done some cleanup to the Dockerfile.
Go to https://v2dev.opensourcebrain.org/workspaces/open/615/netpyne?image=gcr.io/metacellllc/netpyne:osb-resource-fix4 (needs permission granted to load free images). The model should be loaded right away inside the ui (appears after a few seconds). To see it without the fix, just go to https://v2dev.opensourcebrain.org/workspaces/open/615/netpyne
