Re-align readme with latest documentation #394

Is this the repository README? And the Google doc documentation? Maybe the README should have no instructions (and instead just describe the project) and link to the Google doc for installation and deployment instructions (which may be in flux, and so easy editing and commenting will be important). When everything is done, the Google doc can become a markdown guide in this repository.
