As promised, here is my feedback on the current outline. They are all only suggestions of course.
I think there needs to be a preface that answers 1) what this kit is about 2) what it covers 3) who it is written for 4) why MetaDocencia is even writing it.
I assume most things in Chapter 2 on MetaDocencia are also on the MetaDocencia website. Since it was mentioned at the meeting that the goal is to help people in other countries start their own MetaDocencia perhaps commenting on how you came up with a vision, mission, CoC, etc., what resources you have used while doing so would also be valuable.
In Chapter 3, a section on resources would be good for referring to some useful resources that helped you all learn about teaching.
In Chapter 4, I would suggest a section on what accessibility means and why it matters.
In Chapter 4 there is a tools section. Perhaps there can be a tools section for Chapters 3 and 5 too as they are also relevant. Or another possibility would be making styled boxes for tools (e.g. similar to the warning box here ) and introduce each tool whenever they come up in the text rather than dedicating a whole section.
If possible, a little bit of styling would not hurt in general. I know most people consider this after writing the content but making styling changes takes so much more time at the end. If CSS classes are defined initially then they can be used but the styling can be changed later as wanted.
