[ ] add secrets.slack-webhook-url to any repository that wants to make use of this (who do I talk to about this?)
(this is now optional so we don't need to do this or above... anybody who wants this functionality can have it once they add secrets.slack-webhook-url to any repository that uses this action).
[x] consider maybe adding this as a config option to action-npm-publish so we don't have to paste this block everywhere?
